What kind of attorney do I need for dispute over "faulty electric meter"?

The electric company sent me a letter stating "They found a faulty electric meter on outside of house....they replaced it...charging me for a complete past year....yipes! $2,000 ...while I thought because I was conserving inside the house.......which is only 720 sq. ft........I was in real estate....the market declined......I am now on VERY low income....social security...............I think I need to contact an attorney.........but, what type of attorney do I contact..........thank you for your help...
